Guide to Design Decisions for Utility-Sponsored Community Solar

This report seeks to identify the important junctures in decision making when designing a community solar program and help clarify the magnitude of these choices and their consequences. As community solar continues to emerge across the country as a viable policy option for the expansion of solar access and environmental equity, program designers should be aware of the importance of garnering support from potential participants, non-participating ratepayers and the community at large.
