Rachel Sheinberg is a postdoctoral researcher at the UCLA Luskin Center for Innovation. Her research focuses on energy justice during the low-carbon energy transition, including how utilities can adapt to an increasingly renewable-powered world. Rachel’s main project, with senior director Greg Pierce, evaluates customer debt management and affordability strategies for the Los Angeles Department of Water and Power (LADWP). She also collaborates on the Center’s other energy equity projects, including research on building decarbonization in South LA, transportation electrification, and community governance for natural gas decommissioning.

Prior to joining the Luskin Center for Innovation, Rachel completed her PhD at UCLA’s Institute of Environment and Sustainability, where she combined methods from engineering, public policy, and political economy to explore decarbonization in Los Angeles. Rachel holds a B.S. in Environmental Engineering from Brown University. After undergrad, she worked as a project developer at Sunwealth, an equity-focused solar financing company based in Cambridge, Massachusetts.
