Bringing the Ship to Shore

Public Funding for High-Road Tugboat Jobs at the San Pedro Port Complex

Researcher(s): Devon Baker, Claire Courtney, Maureen Flaherman, and Carley Towne

Abstract:

This student report examines how public funding for tugboat electrification at the San Pedro Port Complex can support high-quality jobs while advancing the transition to cleaner shipping. It identifies gaps in labor standards and workforce development and recommends stronger requirements for public funding and expanded training pathways for tugboat workers.
