The Los Angeles Residential Energy Transition Tool

The Los Angeles Residential Energy Transition (L.A. RESET) Tool estimates how household energy use and bills across Los Angeles will be affected by two major factors: the transition to renewable energy and home electrification. UCLA researchers designed the L.A. RESET Tool for the LA Department of Water and Power (LADWP) to inform the LA100 Plan, the utility’s roadmap to achieving 100% carbon-free electricity.

The L.A. RESET Tool Technical Guide documents the tool’s logic, data sources, capabilities, scenarios, and variables.

Previous Analysis and Documentation

The first set of results from the L.A. RESET Tool was presented in the 2025 report, “Impacts of Household Electrification on Energy Affordability in Los Angeles.” The results were calculated using the methods and data documented in the original Technical Handbook. This original handbook, developed with great detail specifically for use by LADWP staff; the updated guide has been simplified to be more accessible.
