ACCOMPLISHMENTS
With $22 million in TCC funding and over $10 million in leveraged/matching funds, Pomona ACTS partners are implementing eight projects and three transformative plans to realize the community’s vision for transforming Pomona. The transformative plans are one of the defining elements of the TCC model, and ensure that TCC investments meaningfully engage residents in the implementation process, provide opportunities for economic mobility, and minimize the risk of gentrification and displacement of existing residents and businesses.
This page documents the accomplishments of Pomona ACTS projects and plans. The UCLA evaluation team updates these numbers at least annually through 2029. Beyond direct results, the TCC process is fostering community leadership and collaboration in Pomona. While not measured here, this capacity can help secure future funding and drive additional environmental, health, and economic benefits. Some of these narrative accomplishments are captured in our stories from the communities.
Projects
Complete Streets Pedestrian and Bicycle Improvements
Lead Partner: The City of Pomona
Description: This project will bring “complete street” improvements to Garey Avenue to encourage safe, active transportation. Key upgrades include dedicated bike lanes as well as sidewalk and ADA-compliant curb ramp upgrades.
Accomplishments:
- Construction site set up and street accessibility upgrades completed, including ADA ramps, sidewalks, and curb improvements
- Began construction of raised landscaped medians along Garey Ave.
- Completed street paving; pavement striping began
- Began construction of landscaped medians from Holt to Monterey Ave.
Metro Transit Pass Program
Lead Partner: Los Angeles County Metropolitan Transportation Authority (LA Metro)
Description: This project aims to increase public transit ridership by providing approximately 37,000 free bus passes, including annual passes for K-12students and monthly passes for qualified senior, disabled, and low-income residents.
Accomplishments:
- 3,417 free Metro GoPasses distributed to K-12 students
- 568 LIFE (Low-Income Fare is Easy) Program passes distributed to senior and disabled residents
Pomona E-Bike Library and Rebates
Lead Partner: San Gabriel Valley Council of Governments
Additional Partners: Active San Gabriel Valley
Description: This project will increase residents’ access to electric-assist bicycles (e-bikes) through the expansion of a subsidized monthly e-bike rental program. It will allocate e-bikes for TCC project area residents from the program and add 15 cargo e-bikes to the fleet, providing up to 100 e-bikes for residents’ use annually. The project will also provide up to 265 incentives to income-eligible residents to help them purchase an e-bike.

EV Chargers and EV Adoption Campaign
Lead Partner: The Energy Coalition
Additional Partners: EV Charging Solutions, Green Paradigm Consulting
Description: To expand electric vehicle charging access, this project will install, operate, and maintain two public 50kW Level-3 EV chargers. It will also conduct an outreach campaign to promote EV adoption.
Accomplishments:
- Collected input from 67 community members to inform the location of EV chargers
- Confirmed Centennial Park as installation site
Pomona Power Up
Lead Partner: GRID Alternatives of Greater Los Angeles
Additional Partners: The Energy Coalition
Description: This project will install approximately 320 kilowatts of solar photovoltaic systems, 80 cool roofs, 70 battery energy storage systems, and 45 appliance upgrades (e.g., induction stoves, heat pump water heaters) on income-qualified single-family homes. It will also provide energy-efficiency upgrades for renters, including portable AC units, induction cooktops with pots and pans, as well as portable batteries.

- 1 energy-efficient heat pump water heater installed in a single-family home
Community Energy Resilience Center
Lead Partner: The Energy Coalition
Description: This project will develop a Community Resilience Center at Palomares Park Community Center. The center will provide community services during power outages and other emergencies. It will be powered by solar panels and have energy storage capacity.

Tree Planting
Lead Partner: The City of Pomona
Additional Partners: San Gabriel Valley Conservation Corps
Description: This project will plant and maintain 1,000 street trees within the project area through the duration of the project period. It will also engage residents in the planting process through volunteer planting events and disseminate educational resources to raise awareness of the benefits and best practices of planting trees.

Community Urban Farm
Lead Partner: Lopez Urban Farm
Description: The project seeks to improve public health in Pomona by increasing access to fresh produce. Primary strategies include expanding the farm’s growing area, installing electrical infrastructure, and upgrading the farm’s infrastructure to support increased harvest yields.
Accomplishments:
- Installed new energy infrastructure throughout the farm
- Finalized construction schedule, designs, and plans
- Began installation of electricity
- Installed harvest station
- Completed 0.5-acre expansion of farmland
- Installed refrigeration
- Upgraded market site to support increased food production and accommodate educational programming
Plans
Community Engagement Plan
Lead Partner: Day One and Latino and Latina Roundtable
Description: The Community Engagement Plan will support the capacity building of community-based organizations and residents while centering local expertise in working toward local ownership of TCC-funded projects. It will use the following strategies: equitable decision-making, establishment of three advisory committees that will provide oversight of TCC implementation, recruitment of resident leaders to serve as a bridge between the TCC grant work and the community, outreach events, a large annual gathering, and inclusive, multilingual, and culturally responsive communications.

- 20 events attended/tabled for engagement
- 2 Promotoras hired to support outreach and engagement efforts
- 2 community events organized
- Recorded the first episode of the Cultivando Pomona podcast about the Complete Streets Project and Displacement Avoidance Plan
Displacement Avoidance Plan
Lead Partner: Day One
Description: The Displacement Avoidance Plan aims to safeguard low-income households and small businesses from the indirect effects of TCC investment that may trigger involuntary relocation by raising the value of residential and commercial land. It will do so by providing education, outreach, and engagement within the TCC project area. Efforts will be culturally and linguistically tailored to reflect the diversity of the community and to increase accessibility and effectiveness. They will focus on supporting homeowners, tenants, and small businesses with direct services, opportunities to build assets such as homeownership and credit-building, and resources to reduce displacement pressures, including tenant legal services.
Accomplishments:
- Finalized the following guides for residents and small businesses: community directory, Small Business Alliance Interest Postcard, How to Build an Accessory Dwelling Unit, Rent Stabilization Program, and Displacement Avoidance Plan Program
- Established the Small Business Alliance Committee comprising five local business owners
- Hosted the first Know Your Rights Housing Workshop
Workforce Development and Economic Opportunities Plan
Lead Partner: San Gabriel Valley Council of Governments
Additional Partners: God’s Pantry, Green Paradigm Consulting, GRID Alternatives of Greater Los Angeles
Description: The Workforce Development and Economic Opportunities Plan will provide Pomona residents with job training opportunities in solar installation and solar module construction, EV charging installation, and e-bike building and maintenance. It will also provide support and services to connect participants to full-time employment after their training is complete.
